  I discovered this order that I did not place. I tried to cancel it, but the buyer said that I could not, even though I had not received notification that the order was already packed. I was not offered any other solution and am still waiting for a final determination from my bank.

  The item had indeed shipped by the time buyer messaged me. Buyer asked to cancel, I told them it shipped already, then the buyer never replied! Item was delivered 3 weeks ago. The correct course of action would be to return the item for a refund. Instead you will lose the chargeback as the bank will see its delivered, and the return option will be closed as well. Not to mention, jumping to negative feedback gets you on the blocked list, not the "needs urgent attention" list. Bummer!
