There's a bug in the Ebay system that tries to get the seller to ship with domestic shipping charges only. This has happened for years. It's very expensive to ship to Puerto Rico, not free. I've put it on my blocked countries list b/c lots of cheap buyers from there keep buying stuff. Same thing happened in my other neutral rating.
