The parts are not numbered and there are multiple assembly steps that are omitted. I'm pretty good with tools and it took me a couple of hours to assemble this rack just because the instructions were so bad. There are also eight locations which require a self-tapping screw (provided) where you can't use a power drill. It's virtually impossible to install a self tapping screw with a ratchet or wrench.

I had to drill holes to match it up properly. Not a big deal though. Still a great deal for a light-weight roof top cargo basket.
